I am using my Right as identified in the First Amendment to expose the use of electronic surveillance cameras by County and City officials in Shasta County. I am a retired federal law enforcement officer that supports and defends our police officers but, I do NOT support ALPRs nor government or private surveillance without individual consent nor warrants. The US Supreme Court decided in Carpenter v. US and in Jones v. US that electronic location tracking without a warrant is unconstitutional and a violation of the Fourth Amendment against search and seizure. All information on this site is open source and all pictures were taken from locations open to the public.

The Calif. constitution, Article I Section I reads:

"All people are by nature free and independent and have inalienable rights. Among these are enjoying and defending life and liberty, acquiring, possessing, and protecting property, and pursuing and obtaining safety, happiness, and privacy"

The CA. legislature has, in direct violation to the constitution it swore an oath to uphold and defend, made it "legal" to use these ALPRs in collecting, storing, accessing, and sharing the data without a warrant nor to mandate that a case number be assigned nor legal probable cause be present. In Nov. 2025, the County Board of Supervisors (Kevin Crye, Allen Long, Chris Kelstrom, Corky Harmon, and Matt Plummer) voted unanimously to fund installation of 24 ALPRs using Zogg fire settlement funds (that should have gone directly to fire victims) totaling over $500,000 . The County Sheriff, Michael Johnson, who once campaigned on being a "constitutional Sheriff", welcomed these cameras.

In the "files" tab you will see documents showing that local law enforcement (LE) routinely searches the database with no warrants nor releasing if there is a case number assigned. There are also various other writings and documents of interest which also show the ALPR cameras are now being resisted by citizens and government jurisdictions are removing the cameras.

The "maps" tabs will show you locations and pictures of known ALPRs in Shasta County. . I ask motorists to assist me in locating these cameras and send me pictures, along with a specific location, to include side of the street installed and direction camera is facing to: shastacountyalpr@proton.me. Your identity will remain confidential.

Current technology and security requires the cameras to be installed from 8 ft to 20 feet above the ground. The coverage area to capture a license plate is approximately 15 ft to 100 ft distance with a width of about 15 feet. Anywhere inside that "cone" and you're likely to be captured. Most cameras are designed and placed to capture the rear license plate because some states only issue one plate to a vehicle, and in CA. trailers and motorcycles are only issued one plate.

There are current lawsuits in California relating to the violations of these ALPR systems and our right as citizens to not have our travel habits captured, databased, accessed, and shared. The databases are usually shared amongst ALL law enforcement agencies throughout a state and many times also shared or accessed by federal law enforcement. The Electronic Frontier Foundation is a great place to research this issue and also keep up on current news of ALPR (www.eff.org).

A recent merging of Ring cameras and Flock databases is particularly concerning. This is a defunct merging of private data being "solicited" by government officials in order to use in investigative matters. A short section will be added soon describing court cases about using citizens as "mules" to be defunct "police agents" in collecting evidence and how such activity is illegal in most states.

The justification for the ALPRs is "public safety". Remember there are federal and state case laws that relieve law enforcement from any specific duty to protect you and your family.
